Why Capacity Building is Critical to Regional Success

Successful states implementing sector strategies do more than offer start-up funding to regional partnerships if they want regions to successfully meet employer and worker needs through a sector model. Capacity building for regional practitioners includes knowledge about the sector model; employer and partner engagement skills; information about resource requirements like personnel, technology, and finances; communications and marketing skills; and the ability to provide products and services. Advanced states offer a range of specific activities that are designed to offer opportunities for regional sector partnerships to build their knowledge base and share promising practices. States also provide capacity building for state level partner staff so that they fully understand the basic concepts and principles of sector strategies. This module presents the gamut of capacity building activities and technical assistance tools.
